Our Election Priorities

English-speaking Quebecers have helped shape Québec's social, economic, and institutional fabric. Their presence, institutions and contributions are essential to the province's economic development.

As Québec looks to elect its new government, this reality should be reflected in practical, evidence-based policy choices that strengthen the labour market inclusion of English speakers and support their full economic participation.

To transform potential into prosperity, PERT calls on all political parties and candidates to adopt a proactive strategy for English-speakers built on four essential pillars:

  1. Formal Recognition:

    Designate English speakers as a “targeted group” in the Plan d’action des services publics d’emploi to formally recognize their specific labour market realities and barriers, enabling more targeted, equitable access to employment policies and programs. 

  2. Community-Led Service Delivery:

    Enable a “By Us, For Us” service delivery model by leveraging the expertise of more than  70 community organizations serving English-speaking Quebecers. This approach would support dedicated investments in community-based employment services, ensuring programs are linguistically accessible, responsive to local needs, and aligned with the community’s needs in Québec’s labour force.

  3. Better integration:

    Develop a dedicated French-language strategy that includes English speakers and prioritizes workplace and informal learning models. This practical approach should focus on industry-specific vocabulary to help English speakers integrate more fully into the francophone workforce.

  4. Pathways to employment:

    Expand targeted job placement and bridging programs, such as mentorships, internships, and work-integrated training, that move English speakers into the workforce and into priority sectors.

As Québec looks ahead, the province has an opportunity to embrace a more inclusive model of economic growth.

Ensuring that English speakers have the tools, including French-language skills, to participate fully in the workforce will allow Québec to benefit from the talents and contributions of all its workers.

A stronger, more productive economy depends on making the most of the people who call the province home.
